Brent landlords affected by new licensing fees

Brent Council are introducing two new licensing schemes in addition to the HMO License. Many properties that were exempt from an HMO License will fall under the Additional Licensing Scheme. In addition, ALL rental properties in the wards of Wembley, Harlesden and Willesden will require a License under the Selective Licensing Scheme. Brent Council say additional licensing is being introduced “to ensure that a larger proportion of rented accommodation in Brent is managed effectively”. Selective Licensing is being introduced “to focus on improving the management and housing standards of privately rented properties in areas where evidence has shown there to be ongoing anti-social behavior problems”. However, landlords may well view this as a revenue raising exercise by the Council. The scheme comes into force on 1st January 2015 but landlords can apply for their license from 1st November and, as with the HMO scheme, failure to comply is a criminal offence and could result in a fine of up to £20,000. Sulgrave Estates believes this will deter landlords from investing in Brent and ultimately lead to a shortfall of rental properties available which in turn will push up rents.
